Affixing an Apostille stamp is a mandatory requirement for legal validity of a document in the territory of another country, which is a participant of the Hague Convention. For all other countries the procedure of Consular legalization is required.

The USA is a participant of the Hague Convention of 1961, so the procedure of legalization of documents shall be executed by affixing an Apostille stamp (for submission to other member-states' authorities). In the USA Apostille is a single sheet certificate of a standard form attached to the document. The document shall be apostilled in the State of issuance. Every State establishes a form of the certificate and the Secretary of State or his deputy certifies such a document.
